Born in 1966 in the Kustanai Region of the Kazakh SSR. In 1991, graduated with honors from the Sverdlovsk Order of the Red Banner of Labor Law Institute with a degree in Jurisprudence.

1993-1994 – Deputy Prosecutor of the city of Spassk-Dalny, Primorsky Krai.

1995-2003 – Prosecutor of the Leninsky District of the city of Vladivostok, Primorsky Krai.
